IDOT FY2018 Annual Program


The Illinois Department of Transportation released its FY2018 Annual Highway Improvement Program (AHIP) today.

In the FY2018 state budget implementation, $303 million of the following funds traditionally obligated from the General Revenue Funds have been transferred to the Road Fund Obligation.

• Debt Service for Highway Bonds ($52 million)
• Debt Service for RTA Capital Projects ($130 million)
• State's Operating Match to the RTA ($100 million)
• Free Senior Rides and Paratransit in Chicago Area ($21 million)

Since the General Assembly did not provide a revenue source to cover these additional expenditures, the Department was forced to modify the AHIP to account for these transfer. Therefore, $50 million was taken from the discretionary local roads program and $250 million was taken from the highway program. This results in the anticipated $2.2 billion program being reduced to $1.9 billion by eliminating 124 miles of highway miles for a total of 408 highway miles improved. Bridge projects were also reduce by 22 projects for a total of 156.

The total impact to the Multi Year Program of these transfers will be over $1 billion going forward. More information will be provided once the AHIP has been analyzed in more detail.
